The Vessel Performance Optimisation Forum Singapore

Higher fuel prices, tighter regulation, and a commitment to a greener future are changing the way the shipping industry does business. Greater insight into vessel performance is available through high-tech monitoring systems and digital twins, but it is vital to understand why a parameter is being monitored and what the data shows in order to adjust a vessel’s operation to make it more efficient and attractive to charterers.

The 2020 sulphur-in-fuel oil cap brings new challenges. Largely, the availability of fuel and the consequences to shipowners and operators if obtaining compliant fuel is not possible. With more fuel blends available to meet the 0.5 per cent limit, no two ports will supply the exact same composition of fuel. Even a slight change in quality between fuels can lead to substantial issues with engine performance and breakdown, as the recent problem in the US Gulf illustrates. The industry needs clarity on which fuels will be available and where they will be to make decisions now for 2020.

Ships may choose to retrofit scrubbers or covert to LNG to avoid the problem of low sulphur fuel availability. They require larger CAPEX investments, but OPEX may be lower as low sulphur fuel costs are expected to rise. Shipowners and operators must weigh up the options and understand which investments make financial sense and what financial assistance they may be able to obtain.

VPO Singapore 2018 will consist of three key sessions to identify and discuss the approaches to better ship performance through monitoring, fuel management, and financing technologies for change.

Prior to this was Head of GL Systems Certification and Head of GL Academy in South Asia. Before joining GL was the Vice President (Technical) with Aquarius Services, an associate of Anglo Eastern Ship Management, a Ship Surveyor, Lead Auditor & Global Lead Tutor with Lloyd’s Register, Country Manager-India with ABS Quality Evaluations, Quality Manager with Applied Research International-Simulations and a sailing Chief Engineer with Great Eastern Shipping Company. Am a Fellow of the Institute of Marine Engineers and a Chartered Engineer with the Institution of Engineers. With over 35 years of Industry Experience, my daily dose of fresh ideas stems from the philosophy that ‘Enjoy what you do and Do what you Enjoy’!

As INTERTANKO’s Environment Manager, Elfian’s focus is on issues relating to emissions to water and other technical and environmental matters that affects the tanker industry. Elfian supports the work of INTERTANKO’s Environmental Committee focusing on issues such as ballast water management, waste management, antifouling, biofouling and ship recycling among others. He also provides support to the Secretariat of INTERTANKO’s Safety and Technical Committee and its Bunker Sub-Committee.

Elfian joined INTERTANKO in May 2018, after spending more than 10 years with the Maritime and Port Authority of Singapore (MPA). Elfian was formerly the Assistant Director of the MPA’s Bunker Services Department. During his time with the bunker services department, he led the team that regulates and promotes Singapore’s bunkering industry. Under his supervision, his team mandated the use of the Mass Flow Metering System for bunker deliveries in Singapore and introduced the licensing scheme for bunker surveying companies. These ground-breaking initiatives allowed the Port of Singapore to continue to maintain its position as the top bunker port with record volume of bunkers supplied physically from 2015 to 2017.

Elfian was part of Singapore’s delegation at the International Maritime Organization for discussions on the implementation of the sulphur cap. He was also the vice-chairperson for Singapore’s National Technical Committee for Cargo Inspection and a member of the National Technical Committee for Bunkering. In addition, he was MPA’s alternate representative on the National Technical Committee for LNG Bunkering and sat on the Steering Committee for the Singapore International Bunkering Conference and Exhibition (SIBCON).

Nishant started his shipping career with Maersk Line in 1999. After having sailed for few years, he stepped ashore in 2008 and worked for Hyundai Heavy Industries (HHI) & Maersk Line before joining The China Navigation Company (CNCo). His love for vessel performance & fuel efficiency started during his tenure in Maersk Line where he held different positions, last one being general manager of Vessel Performance department where his team was responsible for fuel efficiency measures of company’s 600+ vessels worldwide. He joined CNCo in 2016 and is now in-charge of fleet efficiency measures in the organization. CNCo is a shipping arm of Hong Kong based Swire group, which owns and operates a fleet of bulk carriers and multi-purpose vessels across the globe.

Naveed Husain Khan has over 12 years of sailing experience on ocean going vessels including 4 years as Chief Officer on large liner vessels. Mr Khan joined Maersk Line’s Voyage Centre in Mumbai as part of the start-up team specifically established to optimise fuel efficiency on sea voyages through close monitoring and engagement with all stakeholders. 

Later, as a project lead, Mr Khan was instrumental in setting up a dedicated team which handles planning and execution of bunkering for the entire Maersk Line fleet. He is presently employed as a Senior Marine Operations Manager in Maersk Line – Global Marine Centre with the primary task of optimising bunker intake for all Maersk Line operated vessels.

Mr Khan holds a Master of Business Administration degree from University of Leicester (UOL) and PG Diploma in Leadership from Chartered Management Institute (CMI), UK.

Rajat started his shipping career with Maersk line then moving onto Maersk Tankers sailing as an senior engineer. He joined Maersk Tankers’ shore set up in 2013 where he held various positions in Mumbai and Copenhagen, last one being Fleet Efficiency Manager leading a team responsible for the fuel efficiency and optimization of consumption of all vessels owned and operated by Maersk Tankers’ pools.

In December 2017 he moved to Epic Gas where he is looking after the Efficiency and Performance of the vessels owned and operated by the company. Epic Gas Pte. Ltd. is a leading pressurized LPG carrier specializing in the last mile delivery of LPG around the globe.

Kapil Berry has worked with BW since 1990 when the company was still called Worldwide Shipping. Mr Berry had joined as junior engineer, and over the years was promoted to Chief Engineer - sailing mostly on VLCCs and Product Carriers till 2006. From 2006 to 2009 he was based in Dalian, China where he supervised the construction of LR1 Product Tankers.

Thereafter, Mr Berry joined BW Office in Singapore, and has handled various roles. Currently, he works as the General Manager for BW Technology – Head of Compliance & Environmental. His role involves ensuring compliance of BW vessels with all latest regulations as well as developing environmental strategy for the fleets. Mr Berry also leads projects arising out of these, including the Ballast Water Project, Global 2020 Compliance and IHM Project.

Mr Berry also represents BW in Technical Committees of SSA, DNV-GL & Class NK.

Mr Berry says that despite all his years in BW, there has never been a dull moment. Being in Singapore for last 9 years has provided him with an exciting opportunity to actively participate in shipping activities there and make many good friends in the industry.

Geir Bakkelund has been in the shipping industry for 15 years, the last 10 as a banker. He is currently the Global Head of Shipping at National Australia Bank (“NAB”), based in Singapore. NAB started financing vessels in late 2014 and has been very active over the last three years covering clients in Europe, Asia and America. Geir starting his career as a shipping market analyst with a renowned ship broker in his native Norway and later moved into ship brokering out of Oslo and Shanghai. In 2008 he joined a leading shipping bank in Singapore and has since stayed in the banking industry.

Chris Turner has almost 28 years of experience in the Shipping industry of which 20 were in the Inspection Industry latterly being responsible for all Inspectorate UK laboratories.

Later, as a Global Technical Manager at Cockett Marine Oil, Mr Turner moved into Bunker Trading with responsibilities across the spectrum including Physical supply, Broking and Trading.

He is now currently employed as the Global Manager of Bunker Quality and Claims at Integr8 Fuels Inc. in Singapore and responsibilities include the Technical supervision of exclusive buying for Owners, Charterers and Operators and planning for 2020 and beyond.

Chris is a regular speaker and Panel member at conferences around the world and also active at Industry level.

Session 1:
Monitoring and Management for Performance Gains

Monitoring a vessel is essential to acquiring information about a vessel’s operation. Uncertainty on fuel availability and cost post 2020 sulphur cap means that it is vital for shipowners and operators to understand how to monitor for efficiency and regulatory compliance.

This opening session will look at how the monitoring of vessels is advancing, how new data is being generated, and how the industry is learning to understand and use this data to calculate fuel savings and improve vessel performance.

Session 2:
Fuel Management and Bunkering for 2020 Compliance

With a cap on sulphur in fuel oil to enter into force in 2020, there is pressure on suppliers to ensure compliant fuels are available worldwide and pressure on owners and operators to obtain this fuel in good time. There is a risk of incompatibility when bunkering from different ports around the globe and the recent problems in the US Gulf with machine damage and breakdown due to contaminated fuel has raised this concern further.

This second session will look at the fuel availability market in 2020 and ask the question, will oil suppliers be able to meet the demand for low sulphur and ultra-low sulphur fuel? If this fuel is not available and ship operators cannot comply, will the IMO penalise them?

The session will also discuss the option for alternative fuels, particularly LNG. While it is evident that LNG is gaining ground as a marine fuel, predictions from recent industry reports suggest marine scrubbers and low-sulphur fuel blends will be the primary compliance options. The session will address whether LNG will be a short or long-term strategy, and what the long-term outlook for alternative fuels like biofuel and methanol is.

Session 3:
Investing for Fuel Efficiency

Rising fuel prices and tighter regulation means that fuel efficiency is imperative. However, technologies to improve efficiency and reduce emissions are expensive, while the retrofit process and additional training crew will need to undertake to operate them requires further financial investment.

This last session of the day will look at the options available for financing fuel efficient and compliant ships. It will discuss whether the financial infrastructure needs to change to support a fuels and emissions focussed shipping industry, whether banks are prepared for upcoming regulations, and if the shipping industry has access to the funds they require to maximise operational efficiency and improve the sustainability of shipping.
